What affects the scope
Every tile job is different, and the independent installer who does the work sets their own price. These are the things they will usually need to know before they can estimate:

How much does a tile floor cost in Taylorsville?

Can tile go over a basement slab?
Often yes, and slabs are one of the better substrates for tile because they do not flex. What matters is whether the slab is flat, sound, and dry, and whether there are cracks that need an isolation membrane so they do not telegraph through the tile.
Why does a subfloor need to be flat before large tile?
Because a large tile cannot bend to follow a dip. On an uneven floor the corners sit high, which is called lippage, and you feel it underfoot and see it in the light. Flattening the subfloor first is cheaper than trying to correct it in mortar.
Does the old flooring have to come out?
Usually. Tile needs a sound, flat, well-bonded substrate, and carpet, vinyl, and floating floors are none of those. Removal is part of what gets looked at when the job is measured, because what is under the old floor is not always known until it is up.
