Exterior setting materials bond to sound concrete, not to a coating, and tile set over paint will come off in sheets the first hard winter, taking the paint with it. The coating is ground or blasted off and the slab underneath is inspected for the damage the paint was hiding, which on a porch of that age is often surface spalling from years of freeze and thaw. Once it is clean, sound, and sloped away from the brick, it is a normal exterior assembly.
